Novak pretty much has to be there anyway, doesn't he? It's a mandatory, so unless he's injured...
I pray that Andy is fit for this, it's a big chance to make up ground to the No. 3 spot

Scotland haven't really gained from the new rules, in fact, I think they've lost out. It is true they're now guaranteed an automatic spot, but it was very likely they'd get one anyway, since the defending champs are highly likely to come from a team already qualified, in which case even according to the old rules they'd have got it. But if you're runners-up, it's harder then it used to be, having to play the non-champs in qualifying, which is likely to be far harder to qualify IMO..

They have lost out, I totally agree - the runners-up will have to go through two tricky ties to qualify.
