Is Greg a better player than Tim?

Should we measure it by titles or duration at the top of the rankings?

Depends, what were the quality of the fields like in the tournaments they won? Who did they beat on the way to those titles etc?
Who has spent a longer time at the top? Who has made a grand slam final?
I would say Henman was the "better" player, but it's only opinion.

In a manner of speaking...
I can't be very objective about it as I hate Greg.

Greg. As he was the one to actually make a GS final. Also he won more titiles and gave a lot more support to Britian in the Davis Cup. Henmen abandoned us. The pri*k.

In fact, he was one shot away from becoming number one in the world (in the final in Vienna in October 1997), when he had match point against Goran Ivanisevic but went on to lose.
I would say (and as much as i don't like him) Tim as he spent much longer in the top 10 which shows much more consistency than winning 4 more titles.

Henman. The head-to-head and weeks in top 10 prove that.

I don't think H2H proves that much really...It doesn't represent the player's consistency, titles or ranking.

Apart from calling him a pri*k... you do have a good argument however Henman got quite deep into Wimbledon consistently every year

Henman is the better player. Head to Head shows that. Especially with 10 meetings. There's no way that you can say it means nothing. If you meet a player 10 times and lose 8 times, that player must be better.

I like Greg marginally better, so I am going to be incredibly biased by that and say he is the better player although I'm almost 100% sure that he is not

yes I do. The British Fans. That is all. He had no talent. He only got past the QF one other time in a different GS. Which proves it to me.

The fact he got past the QF in a GS and also consistently went deep into Wimbledon proves quite the opposite, he
was
talented without a doubt and you won't find one tennis expert that disagrees.
