OK, so they are there to over see them which means they are figures of authority to the players. Therefore because of that, it may not even be appropriate for them to act as fans by cheering them on.
Who gives a f**k whats appropriate? This is big business stuff here!
All I will say is there is a difference between cheering like a mad man (which I did), giving encouragement all the time (which they didn't), giving encouragement after finishing a conversation with someone without watching what was going on (which they did) and finally walking off becuase you need to stretch you legs when your man has just lost a set 6-0.

Go and watch them. Not the players but the LTA. I doubt they let their hair down just becuase they where in OZ. From what I got an eye full of I bet it goes on everywhere. Go and see the youngsters play and lookout for the LTA free-loaders. I bet they are not hard to miss.
