Well, that's understandable but I think it's a misinterpretation.
Once you get past the purely emotional stage of love, which all relationships do, you then are able to make a decision to love and commit regardless of whether in that exact moment you feel the emotion of love. The feeling of love comes and goes, and without effort, can be lost for long periods. One of the most immature reasons for break-ups is when one person says they are not in love with their partner and yet still love them.
Is this a book you are reading because you seem to be basing your explanation in a certain context where as I'm just taking the exact words for what they are.
