It's just pointing out how feeling emotional love comes in waves in most relationships. A dangerous misconception of love is to think that being in love is love.

No, I really don't think that's the intention from those words. It's just pointing out the dangers of misinterpreting how love always matures from emotional to something that requires effort.

Initially, you should of course never "decide" to be in love... that would be crazy. Falling in love is easy, staying in love is a whole different story.

To me it's saying that genuine love is a decision you make... they have committed themselves to this feeling whether or not they actually feel it.

Well, that's understandable but I think it's a misinterpretation.

Once you get past the purely emotional stage of love, which all relationships do, you then are able to make a decision to love and commit regardless of whether in that exact moment you feel the emotion of love. The feeling of love comes and goes, and without effort, can be lost for long periods.

One of the most immature reasons for break-ups is when one person says they are not in love with their partner and yet still love them. What they really mean is that they're not mature enough to know how to work on the relationship to make it healthy, or that they believe true love should not require effort.

I haven't got any context to it either but I felt the meaning of it was clear.

You fully appreciate that to be in a happy loving relationship, effort is required. Making an effort is a decision... and therefore the quote makes perfect sense.
