No it's not.

You can have ONE Beer/Wine/Cider (no spirits) only if 1) It's with a meal and 2) an adult has purchased it.

Unless of course you are in Scotland, in which case any 16/17 year old can have a drink with a meal. No adult required.

I'd be in favour of beveraging in the hotel/house of people you are staying with etc.
