It wouldn't because technically Novak with only 1 win would finish 2nd in the group and Andy would finish 1st because he was unbeaten. Therefore they would play in the Semis.

Unless a player in Djokovic's group pulls out, say after winning 2 matches, and his replacement wins the 3rd. In that case, all 4 players would have won 1 match, the replacement would be bottom for having played fewest matches, and Djokovic could end up top through sets/games percentage between the 3 players who have played all 3 matches.
But that's cheating, you're really correct.
(We could even have Andy entering a challenger the following week - I think there are still challengers then, no? - and make up enough points to get his lead over 200.)

They do agree. They're both saying the same thing!
Last year's WTF points have come off already, so after deducting the Davis Cup points, the ranking difference will be 130 points.

A different way would be if Andy wins all 3 group matches, and Djokovic gets through with only one win. Djokovic then beats Andy in the semis, but loses the final. Andy will stay ahead, even though Djokovic got further in the tournament.

I'd have thought that, in the circumstances, Andy wouldn't be allowed to play in a Challenger, even if he wanted to, which I very much doubt, particularly as he'll be keen to have a break and then go to Miami for his winter training block.
