It's a grey area really. If it had been a depiction that was clearly from a movie rather than real life, and also had the gif genuinely made sense to respond with, then it would probably be ok. But in this case it was somewhat offensive and completely unnecessary.  Also worth noting this is the comment section of an official article and therefore has a higher level of moderation.
